Isabela City is a compact coastal city on the northern shore of Basilan Island, facing Zamboanga City across the Basilan Strait. As the administrative capital of Basilan province and the island's main port of entry, it combines a busy waterfront, public market and government offices with the slower pace of a provincial centre; the city itself is administered as part of the Zamboanga Peninsula region (Region IX).
Isabela City grew from Pasangen, a coastal settlement established during the Spanish period around a Jesuit mission and fort near the Aguada River. It later formed part of Basilan City and became the capital of the new province of Basilan in 1973 before being chartered as a component city in 2001.
